From living in Japan my guess would be: that the train carriage has less air conditioning so its not as cold as the other carriages. Like the temperature of the Air Con is warmer than the other carriages. I can’t even write the sentence in English and its my first language!
That’s pretty much what was suggested to me by another native english speaker at the time … and yes, it takes far much more writing than the size of the sign will allow to get the message across.

Japanese companies should get some ex nova teachers to help translate signs… at least they would be cheap!
YES It is, I guess they want to say – This vehicle had gone thru a process that has weaken its air-condition system.

after translating your question into english, yes, the process it went through would have been adjusting the thermostat

You know, I wonder, do our (thinking of the US here) multi-lingual signs look just as silly as many of the Japanese English signs? Like, for ex., do our Spanish signs just say something completely nonsensical?
How do you live in Japan without being able to speek Nihongo?
Or is this just like you dont get the english part haha

Being able to read Kanji is what i find difficult … i can get by with my Japanese …. and the English meaning is less than ideal was the point behind the post.
